In 19th-century Horsens, a public brothel existed despite prostitution being officially forbidden. The authorities chose regulation over prohibition, driven by fear of syphilis and immorality. Behind this arrangement lay individual women's fates, political conflict, and a society caught between moral principles and practical necessity.
